Reg. (EU) 2024/1028 · Article 5

EU short-term rental compliance, automated.

NRUA in Spain. SIBA in Portugal. CIN in Italy. Declaloc in France. Every member state writes its own rule for what your listing must show — and Airbnb delists you in 48 hours when you fall behind. Conforme is the regulatory system of record that watches every listing you publish, files what your local authority needs, and keeps an inspection-ready audit trail you can hand to a regulator.

Two products, one platform

Two products. One regulatory system of record.

One property record per physical unit. One alert inbox. One audit trail. Pick the tier that matches what you need today; upgrade or downgrade from your dashboard whenever that changes.

Conforme

Registrations, filings, audits.

Watch every NRUA, RNAL, CIN, and Declaloc you operate. File the right submission to the right authority on the right cadence. Keep an inspection-ready audit trail you can hand a regulator.

€29 per property per month.

Conforme Pro

What Pro unlocks.

Four products on one property record — portfolio-grade visibility into the four numbers that move your business: listing health, price position, profitability, and guest experience.

Product 01

Listing Health Monitor

Re-checks every OTA listing every 24 hours. Flags drift in your registration number, title, description, or calendar — and raises a compliance alert on the linked property, not a separate notification you have to triage twice.

Airbnb silently strips the RNAL line from a listing title; we catch it inside 24 hours and flag the property as drifted before the regulator notices.

Product 02

Market Benchmark

Per-property nightly-rate percentile vs 30–50 nearby comps, refreshed weekly. Shows where each unit sits in its local distribution: rate, occupancy, review velocity, response time. The comp set is computed for you.

Your Lapa one-bed sits at the 78th percentile on rate but only the 34th on occupancy — you're €15 above the comps that are actually booking.

Product 03

Per-Property P&L

Revenue from your channel manager (Hostaway, Beds24, HostSync, Smoobu, Lodgify) plus expenses you log — cleaning, utilities, management commission, credit. Monthly roll-up per property, year-to-date, by portfolio segment. No spreadsheet. No copy-paste.

The Bairro Alto unit is netting €1,840/mo after cleaning and management; the Alfama unit is netting €620 because the cleaning fee eats the nightly rate. You'd never have spotted it in aggregate revenue.

Product 04

Guest Info Pages

Multilingual pre-arrival pages, one public URL per property. Address, key collection, Wi-Fi, transit, house rules, emergency contacts — in EN/ES/PT/FR/IT from day one. Automatically prepends a renewal disclaimer when the linked registration enters its renewal window.

Guest arrives at midnight, opens the Portuguese page from their email, finds the keybox code and Wi-Fi password without messaging you.

Coverage

What we automate, and where.

Phase 1 launches Portugal and Spain — the two jurisdictions where enforcement is live and operators are already paying fines. Italy and France follow in Phase 2.

Method

How Conforme works.

One source of truth, three operations. No more screenshots, no more shared spreadsheets, no more end-of-quarter scramble.

Step 01

Connect your channel manager.

Hostaway, Beds24, and HostSync today (full auto-fix); Smoobu and Lodgify today (guided manual); Guesty, Talkguest, AvaiBook, and Roomraccoon partner-pending. We pull every listing on every connected platform and record the registration number you have on file.

Step 02

We watch and file.

On every booking, the right authority gets the right record on time. On every change to a registration, every connected listing gets the update — Airbnb, Booking, Vrbo, in parallel. Drift is detected within the hour.

Step 03

You hand a regulator a PDF.

Every submission, receipt, and registration check is chained, hashed, and signed daily. Your audit pack is one click; an inspector can verify it without us.

Specimen

What an audit pack looks like.

One row per attempt. Every row's hash is computed as SHA-256 of the previous hash plus the canonical row bytes. An inspector can replay the chain end-to-end without us in the room.

Sample data; production rows carry the same shape. The anchor line is the daily Merkle root signed and posted to the org's audit endpoint — every chain hash above is covered by it.

Position

A specialist, because regulation is a full-time job.

Channel managers are absorbing basic guest reporting because every operator now needs it. They are not going to absorb the registration-number lifecycle — NRUA renewals, CIN issuance, RNAL revocations, Declaloc dossier submissions — because the surface area is too country-specific and too time-sensitive to maintain inside a horizontal product.

Conforme is the layer your PMS will not build. We ship a country adapter the same week a new ordinance drops; PMSs ship in two quarters. We keep the audit trail your inspector wants; PMSs keep the booking record your guests want. Both should exist. They are different jobs.

Compliance is the part of the operation that, when it works, you never think about — and when it fails, ends the operation. — Conforme · operating principle
